Raziel: Not at all this soft is some sort of DOS notification sample, i.e. DOS notify it when changes * occurred* on the monitored file/directory. What you are describing is something else which can be implemented also (replacing some DOS functions like Write() and FWrite() for example) but I don't see the point as currently no "evil program" have been reported to exist under AmigaOS 4.x

Could it be improved by FIRST reporting a change and THEN (after the user reviewed it) DO the change? 
 
Could be handy as "evil program checker" aswell (i.e. programs that change the startup-sequence or user-startup without asking
